  16. <p>U.S. firms can open offices, but they still can't do business
  17. with Vietnam
  18. </p>
  19. <p>     George Bush has decided to move one square forward on the
  20. "road map" he uses to guide the improvement of U.S. ties to
  21. Vietnam. With Hanoi opening its archival records of missing G.I.s
  22. and returning their remains, he has permitted American firms to
  23. open offices and sign contracts for future business. Though a
  24. U.S. embargo still bars them from buying or selling goods and
  25. services, American companies are glad they can start to
  26. establish a presence in Vietnam. For its part, Hanoi wants
  27. Washington to stop blocking World Bank loans crucial to
  28. Vietnam's development. U.S. officials hope more trade will help
  29. open up the country. But POW activists adamantly oppose lifting
  30. the embargo outright--a decision Bill Clinton will have to
  31. make.
